House Demolition and Teardowns in the Bay Area

House demolition clears a lot for a rebuild, an ADU or a sale. Cicarelli Contractors plans the teardown from the paperwork out: hazardous material surveys, the city permit, the Bay Area Air District notice and the utility shut-offs come first, then the house, garage and foundation come down and the lot is graded.

  • Surveys, permit and air notice first
  • CSLB License #1109419
  • Mon–Sat, 9 am–5 pm

House demolition

What It Takes to Demolish a House in the Bay Area

To demolish a house legally, a residential demolition starts on paper, and most of the work happens before a machine arrives. Older homes are checked for asbestos and lead paint, the demolition permit is filed with the city or county, the air district is notified, and gas, power, water and sewer are disconnected and capped by the utilities and the crew.

The teardown itself moves from the top down: roof, walls and framing first, then the floor system, then the foundation, footings and any slab, driveway or walkway included in the scope. Debris is sorted where possible, loaded and hauled, and holes from basements or footings are filled so the lot is safe and level.

Home demolition of garages and sheds follows the same order on a smaller scale, and a detached garage making way for an ADU has its own state rule. House demolition is one of our demolition services, offered to homeowners from Oakland and Berkeley to San Jose and the Peninsula.

I recently hired Cicarelli Contractors for demolition of my swimming pool. From our initial discussion to our final completion Athalyson and his crew were true professionals. Our pool is on a hill with limited access. His crew was able to get their equipment in place for the demolition and wheelbarrow fill dirt up hill. Some of those days had 90+ temps.

I was consistently impressed with the quality and professionalism of his crew. His crews seemed to always have a smile. The project was completed in a timely manner. His crew were consistently courteous and respectful of my property and maintained a clean work environment, restoring the site to its original condition.

Demolish or renovate

Is It Cheaper to Knock Down and Rebuild or Renovate?

There is no single answer, but the condition of the structure usually decides. These signs point toward a teardown, and these toward keeping the house.

Signs that point to a teardown

  • The foundation or framing is failing or badly damaged
  • The floor plan would need to change almost completely
  • Electrical, plumbing and the roof all need replacing at once
  • The lot is worth more with a new home or an ADU on it
  • Little in the house is worth preserving

Signs that point to renovating

  • The foundation and framing are sound
  • The layout works with moderate changes
  • The house has details worth keeping
  • You want to stay in the home during parts of the work

Our guide on house demolition vs renovation walks through the costs that are easy to miss on both sides.

Pricing

What Goes Into a House Demolition Price

A teardown quote is the sum of several separate jobs. These are the lines we price, so you can compare bids that cover the same work.

  • Surveys and abatement

Asbestos and lead testing, plus abatement if the survey finds them.

  • Size and construction

Square footage, stories, a basement and the building materials set the labor.

  • Foundation and flatwork

Slab or raised foundation, footings, driveway and walks, if they are in scope.

  • Debris and truckloads

Truckloads, distance and facility fees for wood, concrete and mixed debris.

  • Paperwork and reviews

City demolition permit, air district notice and any planning review.

  • Site finish

Backfilling basements or footings and rough or finished grading of the lot.

Permits and notices

House Demolition Permits, Notices and Surveys

Taking down a house in the Bay Area needs a city or county demolition permit, a notice to the Bay Area Air District before work starts, an asbestos survey and capped utilities. Some cities add planning approval, a lead paint plan or a recycling plan, so the paperwork can take longer than the teardown.

  • The Bay Area Air District has to receive notice of a demolition at least 10 business days ahead, whether or not asbestos is present; residential buildings of up to four units can file a 72-hour notice with an added fee, per its asbestos notification page.
  • Cal/OSHA's demolition safety order calls for pipe covering, fireproofing and duct work to be surveyed for asbestos, and for the utility companies to be told and service cut off, capped or controlled before the work begins.
  • Oakland needs Planning approval and a building permit before any demolition, counts the removal of more than half the exterior walls as demolition, and asks for a lead-based paint work plan on pre-1978 buildings, per its demolition permit page.
  • In Albany, taking down a complete building such as a house or garage requires an air district J Number and a building permit first, according to the city's building demolitions handout.
  • When a detached garage is replaced by an ADU, state law has the city review the demolition permit with the ADU application and bars a demolition notice or placard outside qualifying historic districts, under Government Code section 66314.

The CSLB adds that no building may be removed without a separate permit, in its permit guidance. Before footings are dug out, USA North 811 needs two working days' notice.

House demolition answers

House Demolition Cost, Methods and Rules

House demolition cost and paperwork decide most teardown plans, and the same questions come up on nearly every Bay Area lot. These answers use published California cost data and the rules state and regional agencies post.

How much does it cost to demolish a house in California?

ProMatcher reports an average California house demolition price of $12,821.78 for a house with a basement, within a range of $8,477.82 to $17,165.73, based on prices its contractors reported. Asbestos abatement, a long haul, tight access or foundation and driveway removal can push a Bay Area teardown well past that.

ProMatcher does not date the data, and it is not our price. Our house demolition cost guide explains what each line of a teardown quote should cover.

What is the cheapest way to tear down a house?

The lowest real cost comes from a complete, accurate scope rather than the lowest bid: surveys done early so asbestos is not found mid-job, debris sorted so clean concrete and metal can be recycled, and the foundation, driveway and grading priced up front instead of added later as extras.

A bid that leaves out the survey, the air district notice or the foundation can look cheaper and end up costing more once those items return as change orders.

Can I demolish a house myself?

In practice, rarely. The permit, the air district notice, the asbestos survey and the utility shut-offs apply to an owner as much as to a contractor, and the heavy equipment, hauling and safety rules make a whole-house teardown a job for a licensed demolition contractor.

The CSLB lists demolition as its own license class, C-21 Building Moving/Demolition. Cicarelli Contractors holds B license #1109419, which you can check at cslb.ca.gov/1109419.

How long does a house teardown take?

The teardown itself is usually the shortest stage, measured in days on an accessible lot. The surveys, any abatement, the permit review, the 10-business-day air district notice and the utility disconnections often take longer than the demolition, so plan the calendar around the paperwork.

If the earthwork falls in the rainy season, our guide to the best season for demolition explains the grading limits some cities set.

FAQ

House Demolition FAQ

Planning a Teardown or a Rebuild?

Send the address, a few photos of the house and the year it was built, and we will reply with a written estimate. We answer the phone Monday to Saturday, 9 am to 5 pm, and more topics are in the site FAQ.

Call (650) 404-7049
Does the house have to be empty before demolition?

Yes. Furniture, belongings and household hazardous items such as paint, chemicals and propane tanks should be removed first, because they are handled differently from building debris. Tell us at the estimate if anything will be left behind, so it can be priced and disposed of properly rather than found on demolition day.

Is the foundation removed in a house demolition?

It can be, and it should be written into the scope. A full teardown usually takes out the slab or raised foundation, the footings and any basement walls, then fills and grades the lot. Some rebuild plans keep parts of the foundation, so confirm with your architect before we price the job.

Who disconnects the gas and electricity before a teardown?

The utility companies disconnect their service at the meter or the street, and the lines on the property are capped before demolition starts, as Cal/OSHA requires. We coordinate the timing with you and the utilities, since their scheduling often sets the earliest start date for the job.

Do older Bay Area houses need a lead paint plan?

Some cities require one. In Oakland, any work that disturbs paint on a building from before 1978 needs a lead-based paint work plan. Even where a plan is not required, testing an older house for lead and asbestos first prevents a stop-work order once the walls start coming down.

Can you demolish a garage and leave the house?

Yes. A detached garage or shed is taken down with the same steps on a smaller scale: survey, permit, air district notice, capped utilities, then the structure, slab and footings. If an ADU will replace the garage, state law has the city review both permits together.

How do I get a house demolition estimate?

Call or text (650) 404-7049, Monday to Saturday, 9 am to 5 pm, or send the address, photos and the year the house was built through the free estimate form. A written, itemized teardown estimate follows within 24 hours of the photos or the site visit.
