Solano County

A Waterfront City Across the Carquinez Strait

The city was founded in 1851 on General Mariano Vallejo's Rancho Suscol and served as the state capital from 1852 to 1853. The Mare Island Naval Shipyard, founded in 1854, shaped the local economy until the turn of the 21st century. Today it is the second largest city in the North Bay, on the shore of San Pablo Bay.

For our crew, the trip is north on Interstate 80 across the Carquinez Bridge. Projects inside city limits go to the Building Division at City Hall, which takes applications and inspection requests through eTRAKiT and a phone line.

Permits

Getting a Building Permit in Vallejo

The City of Vallejo Building Division handles plan checking, permits and inspections for all buildings and structures inside city limits. Applications go through the eTRAKiT online portal, and either the owner, as an owner-builder, or a California licensed contractor can obtain the permit. Cicarelli Contractors files it and schedules every inspection.

What the Building Division asks of every job

  • The Building Division provides plan checking, permitting and inspection for new construction, additions, alterations and remodels, and a permit can be obtained by an owner-builder or a California licensed contractor, according to the city's Building Division page.
  • Inspections are requested through eTRAKiT or the IVR line at (707) 648-4384, online requests are due by 3:00 pm the day before, and the printed permit card must be on site for the inspector, per the same Building Division page.
  • Grading and excavation each have their own permit guidelines and applications, listed with the building permit application, sidewalk permit guidelines and a second driveway application on the city's new construction page.

Concrete Removal, Pavers and Pool Demolition in Vallejo: The Essentials

Most concrete work in Vallejo beyond a simple repair runs through the Building Division, and work that touches the sidewalk, the grade or a second driveway may need its own permit too. Cicarelli Contractors sorts out which permits apply, removes the old concrete or pool and builds the replacement.

Where do I apply for a permit in Vallejo?

Online through eTRAKiT, after registering as a new user, or at the Building Division counter at City Hall, 555 Santa Clara Street, 2nd floor. Either the property owner, as an owner-builder, or a California licensed contractor obtains the permit. Questions go to (707) 648-4522 or building.division@cityofvallejo.net.

The city also posts mandatory checklists and forms in its Building Division document library. We gather what each project needs before the application goes in.

How are inspections scheduled in the city?

Through your eTRAKiT account or by calling the IVR line at (707) 648-4384. Online requests must be in by 3:00 pm the day before, inspections come in a four-hour morning or afternoon window, and the printed permit card has to be on site when the inspector arrives.

The city notes that next-day inspections are not guaranteed, so we plan demolition and backfill around the inspection schedule.

Should I remove or fill in a pool in Vallejo?

It depends on what comes next. A full removal takes out the shell and fills the hole with compacted soil, which keeps the yard open for an ADU, addition or patio later. A partial fill leaves part of the shell in place. In either case, we confirm the permit with the Building Division first.

Before deciding, think about what you may want to build there in the future. Our pool removal page explains both methods side by side.

FAQ

Vallejo Concrete and Hardscape FAQ

Ready to Replace Old Concrete?

Call or text Monday to Saturday, 9 am to 5 pm, and send a few photos. The full FAQ covers more.

Call (650) 404-7049
Do you take concrete jobs in Vallejo?

Yes. Our crew comes north from Richmond across the Carquinez Bridge for concrete removal and replacement, pavers, retaining walls, turf and pool demolition across the city. Cicarelli Contractors holds CSLB License #1109419, and every estimate is free and written after a site visit.

Should I replace a cracked driveway with concrete or pavers?

Both work over a properly compacted base. Poured concrete gives one continuous surface, while pavers are individual units that can be lifted and reset if a section settles or a utility repair is needed. Many homeowners pick pavers for the look and the easier spot repairs.

Can a homeowner pull the permit instead of the contractor?

The city allows it: a homeowner doing the work can get an owner-builder permit after completing the owner-builder verification form. If a licensed contractor does the work, the contractor should obtain the permit. An owner-builder takes on legal responsibility for the job, so a contractor asking you to pull it is a warning sign.

What do I need on site for a city inspection?

A printed permit card, available for the inspector on arrival, and a site ready for the work being checked. Inspections are assigned a morning window from 8 am to noon or an afternoon window from noon to 4 pm. A request not canceled by phone before 8 am counts as a visit.

Can I check your license before I hire you?

Please do. Search License #1109419 on the CSLB website to confirm Cicarelli Contractors is active in the B General Building class and bonded. It is worth checking any contractor this way, along with a written contract, a clear scope of work and reviews describing real jobs.

How do I book a free estimate for a Vallejo concrete job?

Call or text (650) 404-7049, Monday to Saturday from 9 am to 5 pm, or share your address and photos through the free estimate form. We visit, measure the concrete or pool and send a written quote within 24 hours.
