Contra Costa County
Richmond is where Cicarelli Contractors is based, so jobs here are the shortest trip our crew makes. Incorporated in 1905, the city sits on the bay in western Contra Costa County, bordering San Pablo, El Cerrito, Albany and Pinole. Homeowners hire us here as a residential concrete and hardscape contractor.
Projects inside city limits go through the Building Division, which takes every application online through its iMS portal. Homes in nearby unincorporated areas, such as El Sobrante, get their permits from Contra Costa County instead.

Cicarelli just completed our pool demolition job promptly and professionally. I was very pleased that he was able to start so quickly. And I would recommend him. It was very convenient for me that he was able to text me updates and send me photos along the way of the work done. Super for the great work completed!
Bernardo from Cicarelli contractors was great to work with. We had our vinyl pool and deck demoed and synthetic grass put in. They took care of all our needs. Thank you Bernardo

The hillside city on our southern border, served by two BART stations, El Cerrito Plaza and El Cerrito del Norte. Its permits come from the City of El Cerrito.

Almost entirely surrounded by Richmond, so it is the closest drive from our base. Yards here fall under the City of San Pablo, not Richmond, for permits.

The unincorporated hills just east of Richmond along San Pablo Dam Road. With no city government, permits there come from Contra Costa County.
Services in El Sobrante
The next bayside city north of Pinole along I-80, incorporated in 1900 as a company town. Permits come from the City of Hercules.

Across the county line in Alameda County, just south of Point Isabel and El Cerrito. Projects there need a City of Albany permit.

Two cities south, past Albany, with older homes from the flats to the hills. Berkeley reviews permits through its own Permit Service Center.

Permits
The City of Richmond Building Division issues building and demolition permits for homes inside city limits, and every application goes through its online iMS portal. A permit is required before you build, alter, repair or demolish any building or structure, and Cicarelli Contractors submits it and books the inspections.

Local guide
A pool removal or concrete project in Richmond, CA starts with the Building Division, which requires a permit before any building or structure is demolished and takes every application online. As a local hardscape contractor, Cicarelli Contractors prepares the application, removes the pool or slab and builds the patio, driveway or lawn that replaces it.
Apply online through the city's iMS portal, which replaced eTRAKiT. Permits go to property owners, their authorized agents or licensed contractors, and simple permits without drawings can be issued once the documents are verified. Projects with drawings go through plan review first.
Questions go to the Building Division at (510) 620-6868 or permittechs@ci.richmond.ca.us. Cicarelli Contractors prepares the application and drawings for pool removal, concrete and hardscape projects.
Only for taller walls or walls carrying extra load. The city exempts retaining walls up to 4 feet, measured from the bottom of the footing to the top of the wall, unless the wall supports a surcharge such as a slope, driveway or structure behind it. Anything above that needs a permit.
On sloped lots, a wall that also holds back a driveway or patio usually counts as supporting a surcharge. We check the height and load before pricing the wall.
It needs a city demolition permit, applied for online. The pool is drained, the shell is broken out or removed, debris is hauled away, and the hole is backfilled and compacted, with inspections booked through the city at each stage before the final sign-off.
If you plan an ADU or addition over the old pool later, full removal with compacted fill is the safer choice. Read the differences on our pool removal page.

No. For a home improvement contract in California, the down payment is limited to 10 percent of the contract price or 1,000 dollars, whichever is less, under CSLB rules. After that, payments should follow the work completed, as written in your contract.
It depends on the scope. The city issues most single-trade permits and remodels without drawings once the application documents are verified, while projects with drawings, such as a large retaining wall or an ADU, go through plan review first. Applications are all online through iMS.
A license number you cannot verify with the CSLB, a down payment above 10 percent or 1,000 dollars, cash-only deals, no written contract, pressure to sign the same day, or a request that you pull the permit yourself as an owner-builder. Any of these is a reason to walk away.
