San Francisco

Working in San Francisco

San Francisco is both a city and a county, so one department, the Department of Building Inspection, handles permits for the whole city, including Treasure Island and Yerba Buena Island. There are no unincorporated areas to sort out.

San Francisco lots tend to be small, with tight access through a garage or side passage, so concrete removal, walkways, front-yard paths and patios are planned around compact equipment and careful haul-off. The crew comes in from the East Bay over the Bay Bridge.

Searches for a concrete contractor in San Francisco and for pavers in San Francisco usually start with a cracked slab or a tired front yard. We remove it, recycle the debris as the city requires and build the replacement.

Kevin WilliamsPaver carport & new fence

★★★★★

2023
Just this past week, I hired Cicarelli Contractors to install a carport. Initially I wanted concrete but after speaking with Athalyson and being educated on pavers instead of regular concrete we decided to go with his recommendation. And to our surprise the pavers turned out to be the correct choice versus a concrete slab. The color that we chose really compliments the paint that’s on the house. Cicarelli did an incredible job. They followed the timeline to completion to a tee and each day they worked at my home they always cleaned up before they left for the day. We are so excited how everything turned out, our neighbors constantly come over to say how beautiful the pavers look. To my surprise they completed the work in one week. Not only did they have to prep the work they also had to remove 3 large trees and the existing fence and replace it with a new one. Still hard to believe they did all that work in a short period of time and at the end everything looks very professional.

Found this company through Google actually. Got a quick response for a gutter installation job - they communicated promptly and showed up right on time - same day - made it so easy! I worked really hard and did a great job cutting branches and changing all the gutters. Pay attention to details. Definitely recommend! Will hire again as it is licensed in California with competitive prices and manufactures all types of Builders

Permits

Building permits in San Francisco

In San Francisco, one department issues permits for the whole city and county: the Department of Building Inspection. A pool removal, a demolition or grading work needs a DBI permit before it starts, and Cicarelli Contractors prepares the application, pulls the permit and schedules each inspection.

Local rules in San Francisco

  • The San Francisco Department of Building Inspection issues building, demolition and construction permits for the entire city and county, through the PermitSF portal and its Permit Center at 49 South Van Ness Avenue.
  • Under San Francisco's construction and demolition debris ordinance, debris from a San Francisco project must be recycled or reused, not landfilled, and mixed debris can only leave the site with a permitted transporter. Full building demolitions must recycle or reuse at least 75 percent of the material, according to SF Environment.

Pool removal and backyard projects in San Francisco: what to know

A pool removal or backyard project in San Francisco starts with one question: who issues the permit. In San Francisco it is always the Department of Building Inspection, for the whole city and county. Cicarelli Contractors, a CSLB-licensed general contractor based in Richmond, pulls the permit, schedules the inspections, removes the pool or concrete and builds what comes next with the same crew.

How long does it take to get a building permit in San Francisco?

It depends on how DBI reviews the job. San Francisco offers several paths, including the PermitSF portal, online contractor permits, over-the-counter review and in-house review, and simpler work moves faster. Projects that need plan review or a debris recovery plan take longer.

For a job in San Francisco, Treasure Island and Yerba Buena Island, the written estimate from Cicarelli Contractors lists the permit, the inspections and the order of the work, and the crew sends photo updates while it is underway. See the official DBI site for current processing notes.

Do you need a permit to fill in a pool in San Francisco?

Plan on one. DBI issues the building and demolition permits for the whole city, so a pool removal or fill-in goes through DBI, and the debris has to be recycled or reused under the city's construction and demolition debris ordinance, hauled only by a permitted transporter.

Keep the permit and the final inspection with your house records in San Francisco and Treasure Island; buyers and future contractors ask for them. More on the pool removal page.

What can you build after a pool removal in San Francisco?

On a small San Francisco lot, the old pool area often becomes a paver patio, a walkway or turf. Anything structural needs full removal with compacted fill, a DBI permit and inspections, and every load of concrete must go to recycling or reuse under the debris ordinance.

Pool removal rules to know in San Francisco
WhereRule
PermitDepartment of Building Inspection, for the whole city and county (PermitSF portal or Permit Center)
DebrisMust be recycled or reused, never landfilled; mixed debris leaves only with a permitted transporter

Debris from the job, including concrete from an old pool or slab, must go to recycling or reuse, not a landfill. Compare full pool removal, artificial turf and paver patios, or read what you can build after a partial removal.

Do you need a licensed contractor for pool demolition in San Francisco?

Yes. California's Contractors State License Board licenses this work under classifications such as B General Building, C-21 Building Moving and Demolition and C-53 Swimming Pool. Cicarelli Contractors holds B license #1109419. Before you hire anyone in San Francisco, ask for the license number and look it up on the CSLB website.

How do I apply for a building permit in San Francisco?

In San Francisco, apply to the Department of Building Inspection through the PermitSF portal or at the Permit Center at 49 South Van Ness Avenue. Demolition debris must then be recycled or reused under the city's debris ordinance. Cicarelli Contractors prepares the application, pulls the permit and schedules each DBI inspection.

How long does a pool removal take in San Francisco?

It depends on DBI review and the debris plan. Simple work moves faster through PermitSF or over-the-counter review, while a project that needs plan review, or a debris recovery plan, takes longer. On site, tight access and recycling every load add hauling time.

Where does demolition debris go in San Francisco?

To recycling or reuse, never a landfill. Under San Francisco's construction and demolition debris ordinance, mixed debris can only leave a job site with a transporter permitted by SF Environment and must go to a registered facility, and full building demolitions must recycle or reuse at least 75 percent of the material.
